Treasury Threatens Sanctions Over Moonshot's Alleged Fable Distillation

Original: Treasury threatens sanctions after White House claims Moonshot distilled Anthropic’s Fable

Why This Matters

Potential U.S. sanctions on Chinese AI firms would significantly reshape global AI competition and open-source model access.

U.S. Treasury Secretary Scott Bessent warned on July 22, 2026 that sanctions and Entity List designations remain options after White House official Michael Kratsios accused Chinese AI firm Moonshot of conducting large-scale distillation of Anthropic's Fable model and potentially accessing banned Nvidia GB300 servers via Thailand.

Treasury Secretary Scott Bessent escalated warnings against Chinese AI companies on Wednesday following accusations by White House science and technology policy chief Michael Kratsios that Moonshot had engaged in 'industrial-scale distillation attacks' against Anthropic's Fable model. Bessent stated on X: 'Open source is not open season on American IP. When firms conduct covert, industrial-scale distillation attacks that cross the line into IP theft, sanctions and Entity List designations will be on the table.' Kratsios additionally alleged that Moonshot acquired Nvidia GB300-equipped servers — part of the Blackwell generation banned from sale to Chinese companies — and accessed GB300s in Thailand, potentially violating U.S. export-control rules. Moonshot released its Kimi K3 as an open-weight model last week, drawing significant industry attention for its advanced capabilities. Some experts dispute that K3 could have been developed primarily through distillation from Fable, which only became publicly available on July 1. The episode has intensified Washington debate over Chinese open-weight models, with figures including former White House AI adviser and current OpenAI Head of Strategic Futures Dean Ball calling for restrictions or effective bans on their use in the U.S. TechCrunch noted it has reached out to Moonshot and Treasury for comment.
