Microsoft launched Claude Code access for thousands of internal developers in December 2025 to encourage non-coders like project managers and designers to experiment with coding. The Anthropic AI tool became very popular over six months. However, Microsoft is now canceling most Claude Code licenses and transitioning developers to GitHub Copilot CLI, a command-line version of GitHub Copilot that runs outside development environments like Visual Studio Code. The Experiences + Devices team, responsible for Windows, Microsoft 365, Outlook, Teams, and Surface, will complete the transition by end of June 2026. Sources indicate Claude Code's popularity undermined Microsoft's own GitHub Copilot CLI product, prompting the strategic shift to internal tools.
