The US FCC updated its Covered List to ban imports of foreign-made advanced mobile robots, effective immediately. The rule covers robot vacuums, pool cleaners, and lawn mowers over 4.4 lbs with network connectivity, citing national security risks from cameras and sensors.

The US Federal Communications Commission (FCC) this week added foreign-made advanced mobile robots to its Covered List under the Secure and Trusted Communications Networks Act of 2019 — a designation reserved for equipment deemed an unacceptable risk to national security. While humanoid and quadruped robots are explicitly named as the primary targets, robot vacuums, robotic pool cleaners, and automated lawn mowers also fall under the definition set by the interagency National Security Determination.

The definition covers autonomous ground-based mobile robots with obstacle avoidance and navigation capabilities, operating at a distance from a human, weighing over 4.4 lbs (combined with docking station), equipped with environmental sensors, network connectivity (Wi-Fi/Bluetooth), and locally or remotely running software including AI/ML components.

The ban is effective immediately but does not remove existing products from the market or disable devices already in consumers' homes. Its practical impact is on new models: foreign-manufactured robot vacuums will no longer be able to obtain FCC approval for sale in the United States. Given that most leading robot vacuum brands — including Roborock, Ecovacs, and Dreame — are not US-based, the pipeline of new models reaching American consumers is likely to be significantly disrupted. The FCC cited networked cameras, sensors, and in some cases microphones as creating exploitation vectors for data manipulation and physical operation interference.
